Use of Bicycles Near Timothy Lake

This is a Position Statement by the Pacific Crest Trail Association (PCTA) regarding a proposal by the United States Forest Service (USFS) to route bicycle traffic along approximately 585 feet of Pacific Crest National Scenic Trail (PCT) near the northeast corner of Timothy Lake in the Mount Hood National Forest.

The mission of the PCTA is to promote and protect the PCT so as to reflect its world-class significance, for the enjoyment, education and adventure of hikers and equestrians. Indeed, the PCT was designated by Congress as a hiker and equestrian trail and the PCTA considers bicycling to be an incompatible use of this national treasure.

The PCTA recognizes that:

• the USFS has made this proposal in the context of a larger project aimed at reducing illegal bicycle traffic that currently exists on the PCT,
• the USFS proposes to allow bicyclists to use the PCT because the cost involved in constructing a new boardwalk and bridge across the riparian area in question, is prohibitive.

The PCTA wants to maintain a positive, cooperative relationship with the USFS and the bicycling community while maintaining the integrity of our mission. Therefore, the PCTA will approve the transient use of bicycles only, along this 585 feet of PCT in question, provided the following conditions are met:

1. The USFS agrees that this solution of bicycle usage on the 585 foot section be reviewed in the Fall of 1998 to adjust any mitigating situations.
2. Signs are installed clearly instructing individuals to dismount and walk their bicycles along the section of PCT in question.
3. Signs are installed clearly stating that bicycles are not allowed on the PCT in directions opposite of the section of PCT in question.
4. The PCTA adamantly opposes the use of bicycles on the PCT and this action is not a precedence for future action.
